In accordance with Fire Services Department Policy on Fire-fighting 1976-1985, approved by this Council on 19th April 1977, (memorandum XCR(77)98 refers), the Wong Tai Sin area has been graded as 'A' risk which requires the attendance of fire appli- ances, able to arrive at any one point of this area where fire is reported, within 6 minutes of the alarm being raised.

At present, fire protection for this area is afforded by Ngau Chi Wan and Ma Tau Chung fire stations but neither of them can achieve the approved target attendance times. The pro- vision of a new divisional fire station at Wong Tai Sin will provide this area with its own fire-fighting element, without depleting other stations' resources. The Wong Tai Sin divisional fire station project is now in Category A of the Public Works Programme at an estimated cost of $7.5 million and construction work is programmed to commence in October 1978.

In order to provide a site for the divisional fire station and access roads, it is necessary to acquire fifteen old schedule lots in Survey District 1 totalling 484.2 square metres (about 5, 212 square feet) of building land and 1, 456, 8 square metres (about 15,681 square feet) of agricultural land. The lots are shown coloured beige hatched black on the plan at Annex. The Director of Public Works is satisfied that the area of private land to be acquired is the minimum necessary to implement the project. The Director of Public Works has also recommended resumption, with three months' notice, of the private land involved in order to avoid delays which may be caused by absentee landowners, succession difficulties or negotiations with the landowners not being concluded satisfactorily within the time available.

The estimated cost of resumption and clearance is $1.9 million. Funds to meet this commitment are available within the approved project estimate. Unless this is a change in the exist- ing policy, the landowners will be offered cash compensation at the rates of $15 per square foot ($161.46/m2) for agricultural land and
