Within the next two years, about 16, 800 persons are expected to require temporary housing in Fanling, Sheung Shui and Shek Wu Hui as a result of development clearances in these areas. To cater for this situation, a temporary housing area is being constructed in Area 13 in Fanling with a capacity of 4, 296 person spaces and another temporary housing area is being planned in Area 27A in Sheung Shui to accommodate 3, 592 persons. It is necessary to provide a third temporary housing area in Shek Wu Hui Area 30 in order to allow future known clearances to proceed. This project is in Category A of the Public Works Programme under Shek Wu Hui development, package 4, engineering works, Stage I. The permanent zoning of the site has not yet been decided but it appears to be suitable for light industrial

use.

The Director of Public Works has accordingly recommended the acquisition of 68, 958.1 square metres (742, 263 square feet) of private agricultural land at Shek Wu Hui, Tai Po, New Territories for the construction of an additional temporary housing area in Area 30 which is planned to accommodate some 6, 800 persons. Engineering work, which will take 12 months to complete, is scheduled to commence on 1st August 1978 and two months' notice of resumption is, therefore, recommended.

The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land to be resumed is the minimum necessary to implement the project. Compensation for resumption and clearance is estimated at $14.54 million and sufficient funds are available within the approved project estimate to meet this commitment.
