One temporary structure on private land used for 'domestic purposes will have to be cleared. This domestic
structure is occupied by one family who will either be offered public housing locally if eligible or a space in a temporary housing area in Tuen Mun if ineligible for public housing. Ex-gratia domestic removal allowance of up to $1,000 may be payable to this family which, if a genuine cultivator -family, may opt to continue cultivation elsewhere and may then receive an ex-gratia rehabilitation allowance of $5,000 but will forfeit its priority for public housing. In addition to this domestic structure, eight other temporary structures including pigsties, chicken sheds and agricultural stores will have to be cleared.

Negotiations to obtain voluntary surrender of the private land are in progress but the institution of formal resumption proceedings is recommended in order to avoid delays which might be caused by succession difficulties, absentee land owners or prolonged negotiations with the landowners concerned not being concluded within the time available. As engineering work is scheduled to start in June 1978, two months' notice of resumption is recommended.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the resumption of the lots listed at Annex B is required for a public purpose, namely the development of a borrow area and access road at Siu Lam, in connection with the Tuen Mun new town engineering development, Stage IB, package 8 works.
