Crown Lands Resumption Ordinance

(Chapter 124)

RESUMPTION OF LAND FOR BORROW AREA AND ACCESS ROAD AT SIU LAM - TUEN MUN NEW TOWN ENGINEERING DEVELOPMENT STAGE IB, PACKAGE 8

A

The acquisition of certain private agricultural land at Siu Lam, Tuen Mun, New Territories is necessary for the development of a borrow area and associated access road to provide fill for reclamation in Area 16 of the new town. Area 16 will be developed for industrial use after the reclamation is complete, while the borrow area, after removal of the fill, will be formed for future development to be served by the access road now required to be constructed. This project forms part of the Tuen Mun new town engineering development stage IB, package 8 works and is in Category A of the Public Works Programme. Engineering works are due to start in June 1978 and will take approximately three years to complete.

The Director of Public Works has requested the resumption of 2, 804.4 m2 (about 30, 234 square feet) of private agricultural land at Siu Lam, Tuen Mun required for these purposes. The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A, The Secretary for the New Territories is satisfied that the private land involved is the minimum necessary to implement this project. Compensation for resumption and clearance is estimated at $830,000 and sufficient funds are available in the approved project estimate to meet this commitment.

The clearance will cover both Crown land and private land and will involve payment of compensation for crops, fruit trees and pine trees together with ex-gratia allowance for culti- vators, ex-gratia disturbance allowance for displaced pig-breeders and poultry farmers and compensation for the removal of fences, pipelines and wells (accommodation works). Payment of Tun Fu ceremony fees and compensation for removal of graves and urns will also be necessary.
