The institution of formal resumption proceedings is recom- mended in the event that agreement with the landowners for the voluntary surrender of their properties cannot be reached and in order to avoid delays which may be caused by succession difficulties or absentee landowners. As the land to be resumed lies within the boundaries of the Tuen Mun Outline Development Plan, the landowners concerned will be offered, subject to the decision of this Council on 27th June 1978, regarding memorandum XCC(78)52, the alternatives of land exchange entitlements on Letter B terms of cash compensation. The amount of cash compensation to be paid out will be reduced to the extent that land exchange entitlements are taken up.

8

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the resumption of the lots listed at Annex B is required for a public purpose, namely site formation in Area 9 in connection with Tuen Mun new town engineering development, stage IIA, package 14 works.

(The District Officer, Tuen Mun (Mr Peter NG Kwok-tai) will attend before the Council for the discussion of this item).
