Tuen Mun New Town Area 9, which is situated at Shek Pai Tau, is zoned for industrial development. A major part of the land has already been developed and a number of factory buildings have been constructed. Site formation of the remainder of Area 9 to make available additional industrial land in the new town cannot proceed until certain private land as detailed in paragraph 2 below has been acquired. This project, which forms part of Tuen Mun new town engineering development stage IIA, package 14 works is in Category A of the Public Works Programme. Site formation work which will take 24 months to complete will commence as soon as the land is available.

The Director of Public Works has, accordingly, requested the resumption of 2, 036. 4 square metres (about 21, 920 square feet) of private agricultural land, 161.8 square metres (about 1,742 square feet) of kiln land, 88.9 square metres (about 957 square feet) of lime kiln land and 976.2 square metres (about 10, 509 square feet) of building land with the buildings thereon in Area 9 of Tuen Mun new town to implement site formation works.

The general location of the private land to be resumed is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land involved is the minimum necessary to implement this project and has recommended that three months' notice of resumption should be given. Compensation for resumption and clearance is estimated at $1.88 million and sufficient funds are available within the approved project estimate to meet this commitment. The cost of ex-gratia allowances for eligible commercial and industrial undertakings and a canteen is estimated at $920,000 and will be paid from the compensation vote of the Housing Department under which funds are also available.

The clearance will involve both Crown land and private land. Payment of compensation for crops, fruit trees, miscellaneous items (accommodation works) together with ex-gratia allowance for cultivators, and ex-gratia disturbance allowance for displaced pigbreeders and poultry farmers is necessary.
