The clearance will involve payment of compensation for crops, fruit trees, fish ponds, a well, pump house and fences together with ex-gratia allowance for cultivators and ex-gratia disturbance allowance for displaced pigbreeders and poultry farmers.

No building land is involved in this resumption. However, 39 temporary structures, (16 on private land and 23 on Crown land) used for domestic purposes will have to be cleared, These temporary structures are occupied by some 39 families of about 195 persons, who if found eligible, will be offered public housing, or space in a temporary housing area if found ineligible. Ex- gratia domestic removal allowance of up to $1,000 per family may be payable to these displaced families. As neither accommo- dation in public housing nor space in a temporary housing area is currently available in Yuen Long Town, although a temporary housing area is being built, the eligible families may opt instead for a resite together with an ex-gratia rehabilitation allowance of $5,000 per family but will forfeit their priority for public housing. Genuine cultivator -families who opt to continue cultiva- tion elsewhere may likewise be eligible for this ex-gratia re- habilitation allowance,

In addition to the structures mentioned above, 112 other temporary structures including a shop, 2 work-shops, pigsties and poultry sheds will also have to be cleared.

Negotiations to obtain voluntary surrender of the private land are in progress but the institution of resumption proceedings is recommended in order to avoid delays which may be caused, inter alia, by succession difficulties and absentee landowners. Since site formation of the area is scheduled to commence to- wards the end of September 1978, two months' notice of resump- tion is recommended.

The land to be resumed lies within the Yuen Long Layout Plan and owners of the agricultural land will be offered, subject to the decision of this Council regarding memorandum XCC(78)52 to be discussed on 27th June 1978 land exchange entitlements on Letter B terms with a credit of $13.50 per square foot in respect of up to half the land to be resumed and the payment of cash com- pensation which will include an ex-gratia sum to bring the total
