Yuen Long development Package 7 works will, on completion, provide 8.34 hectares of land designated for light industrial development, 1.63 hectares for Government, institu- tional and community uses and 2,83 hectares for open space and amenity area. The works area lies immediately north of the Yuen Long public housing estate and is separated from it by a nullah. The area consists mainly of low-lying private land currently used for fish and duck ponds which will have to be acquired to permit implementation of the project which is in Category A of the Public Works Programme. Site formation work will take 33 months to complete and is scheduled to commence towards the end of September 1978. In addition to providing new job opportunities in Yuen Long Market Town, early development of the light industrial area is required to facilitate the clearance of existing industries affected by the current development programme.

The Director of Public Works has, accordingly recommended the resumption of 167, 540.5 square metres (about 1, 803, 392 square feet) of private agricultural land in Yuen Long, New Territories. The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. Lots Nos 1417 and 1287 Remaining Portion in Demarcation District No 115 are the subject of an exchange proposal which may be completed in the near future but have been included in this resumption as a safeguard should the exchange not be finalised. The Secretary for the New Territories is satisfied that the private land involved is the minimum necessary to implement this project. Compensation for resump- tion and clearance is estimated at $33,04 million and sufficient funds are available in the approved project estimate to meet this commitment. The cost of ex-gratia allowances for eligible industrial and commercial undertakings is estimated at $65, 000 and together with ex-gratia domestic removal allowances will be paid from the compensation vote of the Housing Department under which funds are also available,
