the factory located on the said industrial land as part of the factory building will have to be demolished to make way for the road im- provement project.

Ten (10) temporary structures (1 on Crown land and 9 on private land) used for domestic purposes will have to be cleared. These domestic structures are occupied by some 12 families who if found eligible will be offered public housing. Families not eligible will be offered space in local temporary housing areas. Ex-gratia domestic removal allowance of up to $1,000 per family may be payable to these displaced families and funds are available in the compensation vote of the Housing Department to meet this expenditure.

In addition to the structures mentioned above, a total of 20 other ancillary temporary structures will also have to be cleared, details of which are as follows:

Subject to a detailed screening by the Director of Housing, the owners of the commercial and industrial undertakings, if found eligible, may also be eligible for ex-gratia cash allowance in accordance with current policy.

The institution of formal resumption proceedings is recommended in the event that agreement cannot be reached with owners for the voluntary surrender of their land and in order to avoid delays which may be caused by encumbrances affecting title. As the project is scheduled to commence in September 1978, a two months notice of resumption is recommended.

As the land to be resumed lies within Area 27 of the Tsuen Wan/Kwai Chung Outline Zoning Plan, the landowners concerned will be offered, the alternative of land exchange entitlements on Letter B terms or cash compensation (including an ex-gratia amount at $55 per square foot). The amount of cash compensation to be paid will be reduced according to the extent that land exchange entitlements are taken up.
