ACLE
The above-mentioned road improvement project, which is in Category A of the Public Works Programme, is designed to improve traffic flow at the junction of Kwai Chung Road, Lei Muk Road and Castle Peak Road in Kwai Chung. The project will link Castle Peak Road with Cheung Wing Road, which will be widened and will join Wo Yi Hop Road in the north.

The engineering works will commence in September 1978 and will take 24 months to complete. The Director of Public Works had accordingly recommended the resumption of 541.6 m (5,830 square feet) of industrial land and 92 m2 (990 square feet) of building land which are affected,

The general location of the land to be resumed is shown coloured orange on the identification plan at Annex A. The Secretary for the New Territories is satisfied that the private land to be resumed is the minimum necessary to implement the project. A portion of Lot 719 in Demarcation District 450 to be resumed is presently used as part of the Castle Peak Road and pavement area although the land still belongs to the lot owner. When the Castle Peak Road was widened in 1962, the land in question was not resumed as the land owner agreed informally to release that portion of land for public use. However, it is now considered that this portion should be formally resumed under the Crown Lands Resumption Ordinance to rectify the situation and avoid any legal claims in the future. The total cost of resumption and compensation is estimated at $1.61 million and funds are available within the approved project estimate to meet the expenditure.

The clearance will involve both Crown land and private land and payment of ex-gratia compensation for crops, fruit trees, flowers, and bamboo is necessary. In addition, it is required to compensate for disturbance to business and machinery in respect of
