housing will be offered space in local temporary housing areas. gratia domestic removal allowance of up to $1,000 per family may be payable to these displaced families. Genuine cultivator-families who are eligible for public housing but who opt to continue cultivation elsewhere will be offered instead an ex-gratia rehabilitation allowance of $5,000 per family but will forfeit their priority for public housing.

In addition to the above structures, a total of 157 other ancillary temporary structures including 1 workshop, 1 shop, 43 pigsties and 12 chicken sheds will have to be cleared. Subject to eligibility, the owners of the one commercial and one industrial undertaking will be offered ex-gratia allowances totalling $29,000 in accordance with current policy.

Certain building lots belonging to villagers of Ha Chung Mei, Sheung Chung Mei, Lo Uk and Tai Wong Ha, are situated within the resumption limits but these lots will be subject to negotiation for surrender on village removal terms. These lots have, therefore, been excluded from this resumption.

Negotiations to obtain voluntary surrender of the private land are in progress but the institution of formal resumption proceedings is recommanded in order to avoid delays which may be caused by succession difficulties or absentee landowners. Since site formation and engineering works are due to start in December 1978, three months' notice of resumption is recommended. As the land to be resumed lies within the boundaries of the Tsing Yi Outline Development Plan, the landowners concerned will be offered the alternatives of cash compensation at the rate of $27 per square foot in respect of half of the area of each agricultural lot surrendered and the choice of either cash compensation at the same rate or land exchange entitlements on Letter B terms with a credit value of $13.50 per square foot in respect of the remaining half of the lot. The owners of building land will be offered the alternatives of Letter B or cash compensation including an additional ex-gratia payment of $55 per square foot of building land.

Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124) whether the resumption of lots listed at Annex B is required for a public purpose, namely to implement the development of Areas 1 and 4, Tsing Yi, New Territories.
