Tsing Yi Areas 1 and 4 are centrally located. Before general development can take place in these areas it is necessary to acquire certain private land to permit site formation for a village resite area to take place and construction of roads and drains to serve the subsequent development. These works are in Category A of the Public Works Programme and are due to commence in December 1978.

The Director of Public Works has accordingly recommended the resumption of 45, 617.7 m2 (491, 041 square feet) of agricultural

2 land and 422.0 m2 (4, 543 square feet) of building land with the buildings thereon within Tsing Yi Areas 1 and 4.

The general location of the land to be resumed is shown coloured orange on the Identification Plan at Annex A. The Secretary for the New Territories is satisfied that the area of private land involved is the minimum necessary to implement the projects. Compensation for resumption and clearance is estimated at $15.59 million and sufficient funds are available within the approved project estimate to meet this commitment.

The clearance will involve both Crown land and private land. Payment of compensation for crops, fruit trees, fences, wells, water pipes, ex-gratia disturbance allowance for displaced pigbreeders and poultry farmers and ex-gratia allowance to cultivators as well as compensation for the removal of graves and bone pots will be necessary. Reprovisioning of 5 village shrines and payment of 'Tun Fu' ceremonial fees will also be required.

One hundred and sixteen temporary structures (45 on Crown land and 71 on private land) used for domestic purposes will have to be cleared. These temporary structures are occupied by 140 families who, if found eligible, will be offered accommodation in public housing estates in Tsuen Wan or on Tsing Yi. Families not eligible for public
