Annex 1. The remaining 7.3 hectares (18.0 acres)
are mainly well-wooded hillsides. Existing slopes
and building platforms are shown on a plan at
Annex 2. Since most of the trees are mature and
none of the existing buildings are very high,
Victoria Barracks is visually most attractive.
However, much of the land comprises steep terrain
with considerable rise in levels from its frontage
on Queensway to its southern boundary abutting
Kennedy Road as evidenced from the contours. Annex
9 is an aerial photograph of the Barracks.
Planning Guidelines

Massive redevelopment is neither possible
nor desirable because of the constraints imposed by
topography and traffic congestion, quite apart from
the need to conserve the environmental amenity of
the area so uniquely situated in a built-up city
centre. Ideally, the whole or greater part of the
barracks area could be zoned for a public park by
virtue of its existing environment. The Committee
was concerned to preserve as far as possible the
wooded hillsides and the mature trees in view of
their high amenity value, while at the same time
striving for a reasonable balance between environ-
mental amenity and commercial needs, taking into
