allowing a period of two months for the process
in accordance with the Town Planning Board
procedure, after which the comments would be
analysed and considered during August and the
proposals would be finalised, taking account of
the views of the public, by the end of September
1977.

II.
PRELIMINARY PLANNING PROPOSALS
The Committee first met on 29th March
1977 and worked out a time schedule in order to make
possible the publication of its preliminary planning
proposals and the submission of its final proposals.
A total of sixteen meetings were held, some of which
extended over two sessions. At two meetings,
members of the public including representatives of
interested organizations were invited to present
their views.

The Committee has had the benefit of a
scale model of the planning area showing its contours
prepared especially by students of the Architecture
Department of the University of Hong Kong and, later,
of a study model prepared by the Town Planning Office,
Public Works Department, illustrating the possible
