More particularly, an acceptable system :

The Working Group, after consideration of a
number of methods of assessment of the compensation rate,
was unable to propose any entirely satisfactory method of
assessing the compensation which would meet all its own
criteria, but concluded that a rate of between $22 and
$29 per square foot for agricultural land would be
generally fair and acceptable provided that it was
accompanied by an acceptable method of updating and an
appropriate system of review.
