3.1.5 Procedures for consultation and information
prior to resumption are being shortcut
because of the urgency of the requirement
for land, and need improvement. (Paragraph

Mere adjustment of the present system will not
suffice to right it; a rethink of the principles involved
is necessary. (Paragraph 2.8)
8.3
General principles to which any new system must
adhere are :

it must be fair and acceptable to those

it must provide for a means of proceeding
with a large scale resumption programme
for urban development in the New Towns
and Market Towns of the New Territories;

administration and explanation;

8.3.4 it must, as far as possible, be capable
of rational explanation; (Paragraph 3.1.4)
