this subject dated 26 June 1978. Since Ron left on his vacation leave, we have seen Saving Telegram No 3 to Anguilia dated 27 June 1978 (copied to other dependent territories) on Reduced Functions of Certain Diplomatic Posts.

The volume of Hong Kong visa applications handled by four posts mentioned in the telegram would be low. Such applications as are submitted would probably fall mostly into three categories:-

(a)

(b)

(c)

applications for visit or transit visas which could normally be issued without reference to Hong Kong;

annlications from Overseas Chinese holding stateless or CPS passports where a check of re-entry facilities would be required before a decision on the application could be taken; and

applications from Taiwan passport holders where Declarations of Identity would have to be issued before the traveller arrives in Hong Kong.

It would be difficult for es, and inconvenient to the travellers, if these categories of applications were sent directly to Hong Kong.
