Miss Kwan implemented a policy of "divide-and-conquer".
She not
only divided the old and new teachers but also the old and newly-
admitted form one girls. In the past orientation was held at
the beginning of each school year to help the new students adapt
to the new environment, and the teachers and students would be
present. However, there was an one-man-run orientation on August
29, 1977, where Miss Kwan herself alone had a meeting with the
new students and their parents. She described the old students
as "rebels", "cancers" and told the new students to avoid the old
ones. "If they drink gutter water, you don't have to follow suit.
Moreover, she stressed, the new students were admitted into school
by her and they should be grateful. The new students did try to
avoid the old 'students since then. For instance, a.new student
has a sister studying in the upper form and she gradually began
to keep away from her. This made the old students very annoyed
but they still tried hard to communicate with the new comers.
When the old students tried to help the new ones, they were dis-
couraged and embarrassed by the principal. The weekly assembly,
which used to be held for the whole school, was then separated
into several gatherings, one for form 1 students, one for form
2 and 3 students and one for the form 4 and 5 students once every
three weeks. It was later changed to two bi-weekly assemblies,
one for form 1, 2 and 3, and the other for form 4 and 5, under
the strong opposition of the students and teachers,
2. The Students' Union and extra-curricular activities
The Students' Union, which had been disbanded under Sister
Siu, was not permitted to be revived. Students were not allowed
to hold meetings and extra-curricular activities until growing
criticisms from outsiders resulted in a change. On Oct. 133.
