The Final Report redresses to some extent the balance

of the Committee's Interim Report.

(a) The Committee does not find "much evidence"

that the school was "a model of liberal and advanced methods of teaching" (paragraph 11 of the Report). This finding is slightly modified in paragraph 24 of the Report where it is stated that Sister Leung tried "to put into practice a number of good ideas to improve secondary education in Hong Kong".

(b) The behaviour of Mr CHAN Chung-ling on

10th June 1977 is described as reprehensible (paragraph 33(c)).

(c) The issue of warning letters to the teachers

(end of paragraph 33) is accepted in principle.

(d) The behaviour of the students is criticised in respect of their intolerance, and of the group pressure exerted by them (paragraph 39(a), (b), (c) and (d)).

The Committee maintains, however, the stand taken in the Interim Report "that the cause of the discontent stemmed originally from the matter of mismanagement of school funds" (paragraph 5), adding': "Therefore our findings and recommendations will reflect this fact". Thus the Committee's recommendations, which aim "to avoid in general a recurrence of a similar state of affairs in secondary schools in the public sector" (Terms of Reference) arise from the perception that discontent over financial mismanage- ment was the heart of the problem.
