31 In August Miss Hilda Kwan interviewed for new teachers. She set the restriction

that all new teachers must be Catholics. According to some of the interviewees

the Principal, Miss Kwan, had deliberately smeared the image of the old teachers,

за On August 29, on a parents' day for the new students, Miss Kwan badly distorted the

image of old students and teachers and persuaded new students not to approach old ones.

33 On September 1, 1977, just one day before the new school term began, the Principal

called for the first staff meeting. This was the first occasion for the old teachers

From September onwards: under the headship of Miss Kwan, the following practices

were adopted:

(1) Two Vice- principalships were created and two new teachers filled them.

(2) The old and the new teachers were treated as two separate groups. Form 1

students were asked not to mix with old students. In frout of Form 1 students

and their parents Miss Kwan described the old students as a 'boil' and children

who had grown up 'drinking water in the gutter'.

(3) Teachers were not allowed to interview parents without the presence of the

Principal.

(4) Extracurricular activities were discouraged.

would be dismissed sooner or later due to the exposure of the financial irregularities

in the past year.

36 On October 7, 1977, a domestic science teacher found the amount of one of her

receipts submitted to the School had been altered without her knowledge. An ex-

planation was demanded from Miss Kwan, but it was rejected.

On October 10, a letter was sent to Miss Kwan making the same request. No reply

was given. A letter was sent to the Education Department requesting an investigation
