With these considerations in mind, the Government will plan a range of different opportunities for the Form III leaver to continue his education on a full-time or part-time basis in the public sector, using senior secondary classes in schools, craft-level courses in technical institutes and evening courses in adult education centres. How each of these facilities will be developed is explained in the next chapter. As not everyone will continue at school up to Form V, the junior secondary course will be designed to be complete in itself, with appropriate certification available for those who leave school after Form III.
