UNHCR: REFUGEES IN INDO-CHINA

Thank you for your letter of 14 November to Richard Edis. I had a word with the Americans about the UNHCR's reluctance about a resolution on the "boat people". Like us they accepted the High Commissioner's reasoning and decided that the forth- coming UNHCR international consultations on 11 and 12 December is a better forum to continue discussion of the most effective measures to benefit the boat people. They do not however yet know whether they will be taking any initiative there, or what form that initiative would take.
