Despite serious difficulties and unemployment,
the Government has agreed that self-help projects should be elaborated
for them. We have allocated emergency funds already, and further
proposals will be presented to our Executive Committce next month.

We discussed, at length, all aspects relating to family
reunion and resettlement from Vietnam. It was agreed that UNHCR

should continue to play an active roic in these matters.
resettlement clsewhere would need to be considered for certain of the
Kampucheans and others cf urban background, particularly for those
having close family and other ties. we are grateful to those countrics
that have already facilitated such movements.
The continuation of
resettlement from Vietnam will have an impact on the overall resettle-
ment numbers that will be required for South East Asia, and will need
to be borne in mind as we plan for the future.

In Malaysia, there are presently 15,500 beat people. of them,
somc 6,600 have been accepted for third country resettlement but are
awaiting completion of processing, transport and other arrangements.
Unfortunately despite the departure of 3,833 persons during 1978,
the increased rate of arrivals has outstripped departures, thus
creating an imbalance in the situation. The need to correct the
balance and to speed resettlement has been stressed to me by the
Prime Minister, Foreign Minister, and the Ministers of Home Affairs
and Welfare/Services. For instance, in Pulau Besar where we went two
days ago, of the 5,400 boat people presently there some 3,700 persons
have buch accepted by other countries but not yet moved. The strain
on local facilities and rescurces should not be underestimated.
