8.
(1) Review the present tax system with the aim of using it to ensure a better distribution of wealth within Hong Kong;

Review the budgetary system to make it more responsive to the needs of Hong Kong's development.
Reform of Institutions
(1)
Broaden the membership of the Legislative and Executive Councils to make them more representative of the Hong Kong community as a whole;

Encourage greater public participation in elections to the Urban Council.
