Strachan Heppell of the Department of Health and Social Security has been in touch with you informally on our behalf con- cerning actuarial advice on a proposed voluntary contributory benefit scheme which was recently published for public comments in the Green Faper on Social Security Development. We are most grateful to you for agreeing to help.
I am now writing formally to request your department's assistɛnce in advising the Hong Kong Goverment on the actuarial aspects of the proposed contributory benefit scheme. In parti- cular we are anxious to know whether the scheme as proposed in the Green Paper (two copies are enclosed herewith) is financially viable; whether the proposed contribution and benefit levels are realistic and what possible variations in benefits should also be considered bearing in mind that the emphasis is on the sickness, injury and death benefits. I understɛnd from Str chan Heppell that you have all the information you want at this stage and that your advice to us will take the form of two separate reports: one dealing with the contribution and benefit levels which will be in a form suitable for publication, and the other dealing with various aspects of the scheme which warr nt aloser consideration than has been given in the Green Paper. This latter report will be for internal Goverment use and not for publication.

On the bɛsis of your letter of 10 January 1978 to Heppell concerning the fees to be charged by your department, we have secured financial approval for a commitment of £4,000. I appreciate that the final fees will need to be determined in the light of the work undertaken by your staff. However as work progresses, if it looks as if this figure would be insufficient, please let us know as soon as possible so that we may seek ap- proval for any additional commitments. Perhaps you could also let us know how you wish payments to be made.
