1. Thank you for your letter of 1 February. so glad the Minister of State welcomes the programme. Naturally we want it to succeed, and will keep an eye on how public comment develops. We did not suggest it in the expectation that it would be rejected, and I see no likelihood of this happening. If vocal opposition does emerge, it will be when concrete proposals are made, and this stage is some way off. However if opposition does emerge, we will have to consider how to meet it, but a publicity campaign at this stage would be inappropriate and premature.

I am glad the Minister of State agrees that the proposals in the Green Paper represent about as much as is practical at this stage. For my part I accept that no position is a final one in an evolving situation.
