Singapore policies on wages and fringe benefits

The National Wages Council which includes representatives of Government, employers and employees was established in February 1972 to advise the Singapore Government on the formulation of a wage policy consistent with the country's long term economic and social development and on desirable incentive systems for the promotion of operational efficiency and productivity in various enterprises so as to enhance the competitive position of Singapore's exports. Wage increases since 1972 have been stabilised at about 7% each year (except in 1973/74 when 9% was awarded); in some years the increases have been fully or partly offset against built-in annual increments, and the wage increase for 1976 was limited to 7% with full offsetting. The Singapore Government has also endorsed the National Wages Council's recommendation that all fringe benefits provided by employers should be frozen at the early 1977 level. policies on wages and fringe benefits have received the support of the National Trades Union Congress on the grounds that they are essential for the long- term welfare of the country.

There is no legislation in Hong Kong concerning rates of remuneration for overtime work. although it is customary to pay time workers an enhanced rate of at least 150% of the normal rate.
