The Hong Kong Government has agreed to make, on behalf of the British Governae.it, all payments in respect of the second stogo. The name of the Hong Kong Government officer who will liaise with you will be communicated to you in due course. This officer will make paments against accounts and receipts presunted by you. He will also be authorized to permit virement
as between 3(b), (c) and (d) above at your request, in accordance with the requirement of the study as it develops, provided that the original sua of these headings is not exceeded.
