Appendix

1.

The Committee was established in 1967 by Lord George Brown (then fir George Brown) when he was Foreign Secretary, with the following terms of reference:-

"To discuss and, where appropriate, make recommendations on

such matters as may from time to time be referred to it concerning Britain's Overseas Aid Programme in the labour field; and remaining responsibilities in that field in the dependent territories; the scope of the labour attaché service; and related questions.

The terms of reference were drawn broadly so as not to inhibit the TUC (or CBI) from bringing forward specific matters of interest to them in the foreign affairs field. It was the hope of Mr Brown (and Mr George Woodcock) that the Committee would develop into a valuable forum for regular exchanges on matters of interest to the TUC and CBI not necessarily closely confined to 'labour' matters.

The membership consists of five members nominated by the TUC and a similar number nominated by the CBI. The present membership is as follows:-
