1. In connection with my minute of 18 December to Mr Malaren you asked for information
about the OLCC. I attach a paper (flag A) prepared in 1976, showing the
committee's terms of reference and membership. The membership, especially on the TUC's side, requires to be brought up-to-date. The new TUC leader is likely to be Mr Tom Jackson who has replaced Mr Jack Jones as chairman of the TUC's International Committee.
2. You also enquired as to the basis for the final sentence in the draft letter: i.e.
the reference to TUC reservations about the value of the (Turner) study. The Governor has always been well aware of the TUC's view that a TUC (and a separate CBI) representative should take part in Hong Kong in Professor Turner's enquiries. On this point please see paragraph 5 of the attached record of the Governor's meeting at Congress House in December 1975 (flag B).
