5. As HMG has commissioned a detailed study of Hong Kong's labour relations by Professor Turner, it would be premature to introduce significant changes in this field until we have been able to consider his recommendations.

6. Hong Kong has carried out an extensive programme of labour legislation in recent years which has significantly improved working conditions and terms of employment.

8 Although the Hong Kong Government are bearing the major part of the cost of the review, the terms of reference make it plain that Professor Turner is to report to the British

Government.

WHAT WAS THE ORIGIN OF RECENT REPORTS ABOUT PROFESSOR TURNER'S STUDY THAT APPEARED IN THE HONG KONG PRESS?

We do not know the exact origin of the reports which

claimed to have come from sources in London. They referred to the initial interim report, which received only a limited

distribution to organizations known to have an interest in the subject. Although it has not been published, the report was

not a confidential document.

10. HOW ACCURATE ARE THE REPORTS?

The references to the interim report are substantially correct but do not give a completely true picture of the tentative nature of the report's conclusions.
