WHY HAS PROFESSOR TURNER TAKEN SO LONG TO PRODUCE HIS REPORT?

1. Labour relations in Hong Kong are a complex subject. In addition, Professor Turner has had to fit the study in with his University duties. He has also suffered recently

from intermittent ill-health.

IS IT IMPOSSIBLE TO ACT ON ANY OF THE RECOMMENDATIONS IN PROFESSOR TURNER'S INTERIM REPORT?

2. The interim report contained no firm recommendations. Professor Turner insisted that its conclusions were only tentative and provisional.

WHAT ACTION WILL HMG TAKE TO ENSURE THAT ANY RECOMMENDATIONS IN PROFESSOR TURNER'S FINAL REPORT ARE IMPLEMENTED?

Professor Turner is producing an impartial, academic report. Any specific recommendations will be carefully considered both here and in Hong Kong, but until they are known it is impossible to give a commitment.

4. WILL THE TUC AND CBI BE CONSULTED ABOUT THE REPORT?

Yes.

Both these bodies have been associated with the inquiry since its inception. They have been consulted on Professor Turner's interim report and will be given an opportunity to comment on his final recommendations.
