HONG KONG: PQ: MR ROBERT PARRY MP

1. Mr Robert Parry MP (Labour Liverpool, Scotland Exchange) has put down a Question about Professor Turner's report on labour relations in Hong Kong for oral answer on 25 January.

2. Mr Parry takes a keen interest in Hong Kong's affairs and is generally critical of the Colony's Government. He put down 94 PQs on Hong Kong in 1977. These covered a wide range of subjects, but were particularly concerned with social progress. He asked three Questions specifically about the Turner Report in May 1977: one dealt with its date of publication.

Professor Turner told the Overseas Labour Adviser on 9 January that he did not expect to submit his final report until the middle of the year. Since we do not know whether his recommendations will

be practicable, we should avoid making any commitment at this stage to publish the report.

I submit a draft reply, background note and notes for supplementaries.

Government Office here extracts from Professor Turner's interim report were published in the Hong Kong Standard yesterday. We do not yet know which extracts, butIthink that Note for Supplementaries No 2 would cover any specific line of questioning on this aspect which Mr Parry might try to open up.

2. However, Mr Parry might pursue another point, asking that, in view of this leak, the interim report should be placed in the library of the House of Commons. If so, the Secretary of State may wish to say that, as Professor Turner insisted that its conclusions were only tentative and provisional, he sees little
