3. The second list is Appendix IV to a letter of 5 January 1978 to the FCO from the Secretary for Social Services, Eric Ho. This gives a brief indication in each case of the reasons why Hong Kong cannot at present apply the Conventions on which it has made declarations of "decision reserved". There are five such Conventions not covered in Appendix IV and for these I have attached a separate note.
