APPLICATION BY HONG KONG OF INTERNATIONAL LABOUR CONVENTIONS

1. I enclose copies of the two lists which I promised you in our recent telephone conversation. These are, first, our master list showing:

(a) Conventions applied by Hong Kong without modification

(22 Conventions);

(b)

Conventions applied with modifications (15 Conventions) and

(c) Conventions which Hong Kong does not apply, having made

declarations of "decision reserved" (30 Conventions).

In addition to the above there are two recent Conventions ratified by the UK on which the position is still under consideration by the Hong Kong Government and in respect of which no declarations have yet been made. These are -

The UK has ratified 72 Conventions in all, but for a number of reasons one does not get an accurate picture by simply sub- tracting the number of Conventions declared applied by Hong Kong from the total ratified by the UK (for one thing there are some Conventions which it is not open to non-metropolitan territories to apply, eg. No. 116 concerning Final Articles Revision. practical purposes, however, it is true to say that at the moment there are 69 Conventions which are actually or potentially applicable to Hong Kong by virtue of their ratification by the UK.
