ABSTRACT
An investigation of Hong Kong's future air transport needs and alternatives was commissioned by the Civil Aviation Department in April 1973. The study results have been published in a nine-volume report totaling approximately 1,600 pages with 225 illustrations and several hundred tables. Conclusions are summarized in this report.
The Consultants found the present facilities inadequate to serve future demand and advised against a major expansion program. A search for alternative sites for airport facilities yielded one option warranting serious consideration. On advice of a steering committee, the CAD directed further study of the site, located off the north coast of Lantau Island. The Consultants found the site to be technically capable of supporting a major international airport and determined that such a project would be financially sound. Other alternatives investigated either produced significant social or economic penalties, or were not cost-effective.
The Consultants have recommended that the Government agree in principle to the necessity for a new airport and proceed with master planning and technical studies for a new air transport system for Hong Kong.
