The purpose of this memorandum is to seek Members' endorsement, in principle, for a proposed strategy to meet the transport problems of the Island Corridor and their approval of the actions required to develop and implement that strategy.

The Island Corridor was highlighted in the Report on the Comprehensive Transport Study as presenting one of the most complex and difficult transport situations in Hong Kong. It is defined as the narrow strip of development along the north shore of Hong Kong Island from Chai Wan in the East to Kennedy Town in the West. The corridor is approximately 14 kilometres long and has a population of about 750,000. It is notable for the volume of movement and the number of different transport modes existing within a severely limited road system.

In early 1977, Hong Kong Tramways Limited (HKT) submitted to the Government a proposal to upgrade the existing tram system. Since HKT's operations are a component of the transport system in the corridor, it was decided that this proposal should be considered within an Island Corridor Study, which would also, inter alia, investigate the proposed MTR Island Line.

The Study, which was undertaken as a joint exercise between the Traffic and Transport Survey Division of the Public Works Department and a firm of transport consultants, was carried out between September 1977 and February 1978. A copy of the report of the Study is annexed.

A Steering Group was also set up to monitor the progress of the Study. It included both Government officers and representatives of the Public Transport Operators Association
