3. I personally accept that you may not be totally convinced by these arguments. Nevertheless I would hope that they provide enough ammunition to ward off any criticism which may in the future be aired. For my part, I do not believe that there is any possibility of reaching any other arrangement without a change in the Crder in Council. As I have mentioned before, the Treasury would, 1 am sure, resist strongly any attempt to make[ such a change.
4. On the question of the sale of hong kong gold coins in the Uh, the Treasury have given their standard answer. HA's current policy prohibits the importation of modern gold coins and prohibits the manufacture here of gold coins to UK residents. The koyal int may therefore only mint gold coins for Hong Kong on the basis that they are exported to Long Long for issue and none may be sold to liong ong residents. The Treasury have said however that the question is frequently reviewed and if there is any relaxation of this clicy they will let us know.
