Mme Le Bail-Elles (Commission) said that a definitive solution was evolving slowly. The figures that the Commission proposed to put to Pakistan were as follows:- UK, 705,000 pieces; Benelux, 400,000 pieces; France, 350,000 pieces; Italy, 200,000 pieces; Denmark, 90,000 pieces; Ireland 20,000 pieces; Germany, 1,000,000 plus pieces. Germany voiced strong objections. They would have problems explaining to their trade why traditional currents were being turned upside down. No quota at all would be preferable to the very large increase proposed. The Belgians offered to consider taking an extra 50,000 pieces if Germany could agree the Commission proposal. The French warned of the risk involved if the Pakistanis did as the Indians had done and changed industrially-made shirts for handmade products. The UK wanted it to be noted that if the total quota was less than 3 million pieces, their share of that total remained at 23.5%. The Commission will take up bilateral contacts with some delegations.

13. Peru Textile Agreement

In answer to UK concern at changes being made to the original text of the Agreement, Bevan pointed out that this was being done in order to bring the different provisions resulting from early signature of the agreement with Peru into line with the texts of agreements with other Latin American countries. No changes were made by the Commission unless they were first agreed by the 113 Committee.

14. Requests for transfers Mexico and Colombia (Cats 1 and 2

The UK gave a negative answer on both Categories; Italy accepted the request for Category 2 but could only accept a limit of 100 tonnes on Category 1.

Free Circulation

The UK asked for help from the Commission in explaining to their own industry that free circulation in global terms was not a problem. Gersløv (GUD) will ask other Member States for figures.
