Goods shipped before 1 January 1978 will not count against the quotas, and applications for licences for such goods should be accompanied by evidence of the date of shipment of the goods.

Goods no longer subject to restraint Goods from certain Mediterranean countries will not be subject to formal quotas at this stage and thus the present restrictions on Greek, Turkish and Spanish cotton yarn (tariff heading 55.05) and on certain Spanish under- garments (tariff heading 60.04) will be removed with effect from 1 January 1978. In addition the following goods, currently restricted when originating in Japan, will be removed from restriction on 1 January 1978: cx 51.04; 55.09; ex 56.07; ex 58.05 (for full descriptions see NTI 1538, Trade and Industry 23 January 1976). Similarly, certain woven cot- ton goods (as set out in NTI 1610 - Trade and Industry 22 April 1977) which are currently restricted when originating in Bangladesh, Indonesia, Iran and Peru, all of which have now negotiated bilateral agreements with the community, will be freed from restriction on 1 January 1978. For Bangladesh, Indonesia and Iran there will at this stage be no restrictions, but in the case of Peru the restrictions set out at the beginning of the notice will apply.

Each of these countries will administer its own quota. Tradèrs wishing to import woven cot- ton textiles from any of these sources should advise their suppliers to arrange for an export certificate to be issued for each consignment by the appropriate authority in the supplying country. Such certificates will be forwarded by the appropriate authority direct to Import Licensing Branch which will issue import licences within the appropriate quota limits. Traders should not make application to Import Licensing Branch. Import licences will be issued only if an export certificate is received in Import Licensing Branch direct from the government concerned or its agency. Import licences will not be issued if export certificates are incorrectly completed or are unsigned.
