1649: Arrangements for importing restricted textiles in 1978

Following the meeting of the Council of Minis- ters in Brussels last week, agreements negoti- ated by the EEC with various supplying coun- tries on trade in textiles will be operated de facto from 1 January 1978. Restrictions will be imposed by the EEC on Taiwan. Definitive details of quota coverage and levels are not yet available, and further announcements will be made as necessary as the situation becomes

clearer.

The goods covered by the quotas are set out by category in the annex to this notice, and, on the basis of information currently available, the categories subject to restriction when originating in the countries listed are as fol-

lows:

Export administered quotas: Hong Kong, issued as and when exporting countries are India and Thailand

able to begin export-administration.) If an import licence is required before shipment can take place, traders should submit with their application, on forin ILB/A, evidence from their supplier of a confirmed order and of the intended date of shipment. Traders are requested to return promptly to Impert Licensing Branch any import licences which are in the event unused, or only partially used.

It is understood that the Hong Kong, Indian and Thai Authorities will administer their respective quotas by issuing export certificates to their exporters for onward transmission direct to UK importers. These certificates, together with a completed form ILB/A, should be sent to Import Licensing Branch, at the address shown above, who will issue import licences up to the relevant quota limit.

Import administered quotas: Taiwan The quotas for Taiwan will be administered by Import Licensing Branch. Traders seeking an allocation from these quotas should submit applications, on form. ILB/A, to Import Licensing Branch at the address shown above, by 13 January 1978. Applications should be accompanied by a statement of traders' past trade, for each of the relevant quota categories, for the years 1975, 1976 and from 1 January to 30 Septeniber 1977, supported by a report by a qualified, practising, independent accountant. A pro forma for this purpose is available from ILB and applications will only be considered on receipt of correctly completed forms. In response to applications a partial allocation will be made, as quickly as possible, on the basis of past trade returns received in Import Licensing Branch by 13 January 1978.

Exceptionally, if audited statements of past trade cannot be provided by that date, un- audited statements will be accepted pro- visionally and the certified statements may be submitted later, but in any event must reach Import Licensing Branch by 3-February 1978 at the latest. Traders are warned that if they have received licences on the basis of un- audited statements, failure to produce audited statements by 3 February 1978 will render such licences liable to revocation. Additionally, traders who consider that it would be to their advantage to do so may submit as a supplement to their certified past trade returns a similarly certified statement of their trade in the relevant quota categorics in the period 1 October to 31 December 1977 (1975', ‘1976', and ‘1 Jan-30 Sept' should be deleted from the pro forma, and 'l Oct-31 Dec' inserted). Individual allocations will be based on whichever 1977 figures submitted result in a greater share of the 1978 quota being made available. Any such supplementary returns must be submitted to Import Licensing Branch by 3 February 1978.
