39. The Director of Public Works has given priority to the completion
of organisational studies in the work of the Management Services Unit.
In these studies, areas have been identified in which improvements
could be made after further detailed examination. One such area has
been referred to by the Director of Audit. The Management Services
Unit did not have the capacity at the time both to complete its programme of organisational studies and to follow up with the
examination of areas where improvements might be made. The
establishment of the unit has since been increased and it is expected
that a systems study in the Electrical and Mechanical Office will
commence in 1978-79. In addition, a management information and
cost accounting system is being introduced into the Office which will
provide a basis for cost saving studies.

40. A quarterly return of electricity consumption at all installations
is now examined in the headquarters of the Civil Engineering Office to
ensure that the possibility of utilising bulk tariff rates is not overlooked
in future.

41. The costing system in operation in the Quarries Section of the
Civil Engineering Office is to be examined by the Finance Branch of
the Government Secretariat to determine whether it is adequate to
establish an appropriate selling price. This price will then be
considered in relation to market prices in the private sector.
