The Director of Accounting Services has recommended that
the Secretary for the Civil Service should clarify and codify the
arrangements to be adopted to average emoluments when restructuring
takes place. The Civil Service Branch is formulating policy guidelines
to be applied in these cases.
34. The Secretary for the Civil Service has confirmed that the
whole question of no-pay leave will be reviewed. In this context, the
points raised by the Director of Audit, regarding the effect of periods
of no-pay leave in relation to pension computations, will be fully
considered.

35. Since the audit survey, the rate of consumption of this category of
paper has accelerated considerably, and it is anticipated that the stock
in question may be exhausted in four years and will certainly be
consumed within six years. Efforts are being made to sort out sheets
of the correct quality for bulk printing requirements in an attempt to
further shorten the period of consumption. Action is also being taken
to tighten up administrative and operational procedures involved in
the purchase of paper.
36. In order to take advantage of cash discounts, the special
conditions of contract relating to terms of payment have now been
suitably amended.

37. The interface between the system for the maintenance of
buildings and the system operated by the Government Supplies
Department will be examined in the feasibility study on stage III of the Government Supplies Department's computerised system. The
inclusion in the system of minor maintenance term contracts so as to
cover the whole range of maintenance works will be examined as part
of any refinements to the system that may be necessary in the future.
