The Chairman invited the attention of the Board to paragraphs 19 - 22 of Executive Council memorandum XCC (76)77, and paragraph. 11 of Executive Council memorandum XCC (77)47, which set out the special method to be adopted in considering the award of this tender.

The Board then noted the Chief Explosives Officer's report dated 3rd May 1978 on the two tenders received, namely Imperial Chemical Industries Ltd. and Du Pont (Hong Kong) Ltd. The Board agreed to proceed by examining each individual aspect of each of the two tenders, against the weightings recommended by the Chief Explosives Officer.

As regards the aspect "Suitability and accepta- bility of product", the Chairman questioned whether tenderers had been given sufficient guidance as to what was meant. Mr. Barnes assured the Board that there was no doubt in
the minds of the two tenderers that what was meant was the suitability and acceptability of the tenderer's product for use in Hong Kong as an alternative to dynamite.
