(12) In all respects in accordance with these Conditions the purchaser shall at all times maintain in storage within the Government Explosives Depot on Stone cufters Island a quantity of cartridged watergel explosive equivalent to at least one month's minimum consumption for Hong Kong as determined at his absolute discretion by the Commissioner of Mines who may upon giving to the purchaser one month's prior written notice increase or decrease the said minimum quantity.

(13) In the event of the purchaser not being able to comply with the minimum storage requirements as provided in Special Condition No. 12 hereof, the purchaser may, subject to the prior written approval of the Commissioner of Mines, supplement the production and storage of cartridged watergel explosives within the lot with such imported cartridged watergel explosive of a type, quality and in such quantity as shall be approved in writing by the Commissioner of Mines.

The purchaser shall fully and effectually indemnify and keep indemnified the Hong Kong Government against all actions proceedings costs charges claims demands and liability whatsoever which may be made or brought against or incurred by the said Government in relation to or arising out of these Conditions or any matter or thing done or purported to be done by the purchaser in pursuance thereof.

The purchaser shall maintain a stock of blasting accessories within Government Explosives Depot on Stonecutters Island provided always that the type quality size and quantity of the accessories in stock shall be approved by the Commissioner of Mines. The range of accessories will include, inter alia, the following:-

(a) electric detonators (instantaneous, delay and

milli-second delay)

(b) plain detonators

Design and Disposition

(c) safety fuses

(d) igniter cords and connectors

(e) fuse igniters

(f) detonating fuses

(g) delay devices for detonating fuse

(h) primers

(i) and such other items as the Commissioner of Mines

may reasonably require from time to time.

(16) (a)

The design and disposition of any building to be erected on the lot shall be subject to the prior written approval of the Director of Public Works and the Director of Land Services Ammunition.
