Dear James
WATER GEL EXPLOSIVES
HONG KONG
As I explained in our recent telephone conversations, while I no longer possess the brochures describing the explosives in question I am fairly confident that they are subject to the MOU to ML 8, being used for industrial purposes such as mining and quarrying.
However as the question of the explosives' precise embargo position was never properly clarified I am afraid I must request new brochures describing the explosives and their make-up in order to confirm one way or the other the above assessment.
The question of setting up a manufacturing plant in Hong Kong is not of course affected by the embargo position of the product involved (except perhaps in the economic sense, as I assume China is looked upon as being the likely market place if the plant goes into production)
If further details of the explosives could be provided I will try and get a speedy response on the embargo position.
