Flerno refer to your letter of 20 Gentember to l'. iulholland, when I have replaced, regarding tuo question of the above.

The Defence Sales Crganisation of the Ministry of Defence re fairly confident that water-gel explosives are rubject to the l'encrenchim of Understanding to 133, being weed for industrial purposen euch ro quarrying and mining, etc.

The netting up of mufraturi lant in Hong Kong is not affected by the embargo position of the worst involved (except perhaps in the economic sense, since I assume Chiva in e likely market if the plant goes into production).

I should be grateful if you would provide us as soon as possible with ne brochures describing the explosives and their make-up in order to confirm one way or the other the cabergo position.
