After a long, hard road I can finally give you confirmation of the embargo position of Water-Gel explosives.

All the products in question, being designed for industrial purposes, would be subject to the MOU (item 4) to ML.8. I have made only one assumption here, and through reading the brochures I think it an acceptable one, and that is that the Water-Gels will not contain more than 40% nitroglycol/nitroglycerin and/or no more than 16% TNT.

Being subject to the MOU, any exports of these explosives to proscribed destinations will need only to be notified to COCOM and not formally cleared. Export licences would of course be required for any exports, regardless of status of the destination.

I am sorry that the brevity of this reply seems to deny the time spent and trouble experienced in its formulation, but I think the firm and the Hong Kong Authorities will both be thankful that there is now no major embargo problem to contend with.
