Thank you for your letter of 19 December 1977: it was very helpful in keeping me in the picture. I entirely take and accept your point that ICI should avoid seeming to push the Hong Kong Government into an early decision; especially when delicate local issues are causing the delay. I also agree that in view of the limited size of the planned factory ICI may not consider that preventing Dupont from winning the contract is so important.

2. As you are in close contact with the Managing Director of ICI (China) Ltd who, no doubt, keeps his central office up to date on developments in Hong Kong, I have not done anything with ICI Headquarters except to tell them that you and their local man have matters well in hand.
