21. Implementation Message. The signal ordering the implementation of the plan should use Subject Indicator Code (SIC) AAA/I3D and:

Be addressed to:

(1) Ministry of Defence (Navy Department) (MODUK NAVY).

(2) Ministry of Defence (Army Department) (MODUK ARMY).·

(3) Ministry of Defence (Air Force Department) (MODUK AIR).

(4) Foreign and Commonwealth Office (FCO LONDON).

(5) Commander British Forces Hong Kong (CBF HONG KONG).

(6) Those authorities listed at paragraphs 11a to 11h.

Additionally if an Eastabout route is to be used:

(7) Commander British Forces Cyprus (CBF CYPRUS).

b. Include:

(1) The codeword (see para 42).

(2) H hour, or state when it is to be issued.

(3) Details of replacements to be sent.

Movement before H Hour.

Those elements required for route activation if a special airlift is used, may move before H hour.

23. Completion Times. Completion times may be calculated from G hour or H hour. Timings based on C hour would show how quickly the operation could be completed once the Chiefs of Staff had ordered the plan to be implemented. However, the operation cannot start until certain essential preparations have been made and it is impossible to predict with certainty how long some of these preparations will take (eg obtaining diplomatic clearance). The time to complete the operation can therefore only be estimated with any degree of accuracy in relation to H hour. Estimated timings for this plan are:

a. By the Westabout Route.

(1) The first aircraft carrying replacements from UK could arrive in Hong Kong by H + 47 hours.

(2)

Using six VC 10 and 15 Hercules aircraft, the total numbers listed could be moved to Hong Kong by H + 94 hours.
